Constitutional Actors are the individuals, offices, and institutions empowered to interpret, enforce, or influence constitutional rights and limits within the American system of governance. They include elected officials, appointed officials, administrative agencies, law enforcement bodies, courts, and legislative entities whose decisions, actions, or failures directly affect how constitutional protections function in practice.
