The Engagement Rebuild is the process through which the public re-enters civic participation after withdrawing during institutional collapse, harm, or prolonged dysfunction. When institutions fail, people often retreat — disengaging from voting, advocacy, community involvement, and oversight because participation feels pointless, unsafe, or ineffective. The Engagement Rebuild reverses that retreat. It begins when the institution demonstrates enough restored integrity, transparency, and accountability that civic participation becomes meaningful again. This rebuild is gradual and layered: individuals test the waters, observe institutional consistency, and slowly increase their involvement. As engagement rebuilds, the civic body strengthens, creating a feedback loop where public participation reinforces institutional alignment — and institutional alignment reinforces public participation.
