The Fracture
Definition
The Fracture is the stage where multiple cracks in constitutional restraint converge, creating a systemic failure that can no longer be dismissed as isolated misconduct or individual error. A Fracture occurs when breaches are repeated, normalized, or institutionally reinforced, allowing unconstitutional behavior to spread across agencies, actors, or processes. At this point, the system is no longer merely weakened — it is functionally compromised, and the protections it was designed to uphold can no longer be reliably counted on.
Why This Term Matters
The Fracture is when the damage stops being “a problem over there” and becomes “the way things work now,” leaving the citizen exposed because the system that should have protected them has split apart.
